How strange, Russell! I just tried the link myself using Safari on a Mac and Chrome on a PC, and it downloaded. I’m going to try sending it to the email you used when you posted your comment. If that doesn’t work, I’ve added some mirror links at the bottom of the post!

I was happy to see/hear 13 Other Dimensions on youtube, but The Days Are Filled With Years was the album I listened to the most when I was young and I’d love to hear it properly again.
